When the Maintenance is over it means that the would not be able to use and update to the versions released after their ( Maintenance ) TECS date has expired. But they should be able to use the versions released before this date.
Can you please check if there license mode is set as Subscription? They can check this by launching Discovery Licensing Mode Manager from Windows Start menu. If the license option is set to floating, please set it to Subscription and try again. Then it will take the subscription license.
