Negative elements problem in ICEM CFD structured meshing

  I am generating structured mesh in ICEM CFD v16.1, for my axial turbine domain. After blocking and O-grid the mesh is ok with no negative volume elements, however once i provide fine node distribution and growth ratio in the O grid edges, negative volume elements are appearing all the time.They mainly appear in the clearance region and close to the blade
  
  Please help me to rectify this problem.
