  Can the Included Phyton Script edit the file by Opening?
  Open the File -> Start Phyton Script Automatic to Write a Yellow Text in the Position X10,Y10 the text is in Description of the Document

  Unfortunately, your question is still not clear to me, do you want to create a note using a script? If yes, you can check the below script:
  from SpaceClaim.Api.V22 import Note
  from SpaceClaim.Api.V22 import LocationPoint
  
  sel = Selection.GetActive()
  if sel.Evaluations.Count >0:
  plane = DatumPlaneCreator.CreatePlaneFromSelection(sel)
  datumP = DatumPlane.Create(GetActivePart(), "myPlane", plane)
  location =LocationPoint.Center
  Note.Create(datumP, PointUV.Origin, location, 0.005, "my Note")
