Scaling with ANSYS?

  I am reaching out for confirmation if this software will be able to do what I need to for a course in my undergrad. With the student ANSYS software, we will be doing downscaling for a fractionation process and want to use this to determine the values obtained at different scales. Is this in the scope of what we can do with your software?

  You can alter the domain scale in Fluent if that's what you mean. Leave the mesh etc alone and simply scale the domain:
