  I don't understand why they are not created and why the file does not convert to sheet metal

  I was able to reproduce this at my end. I have created a Bug ( 706427 ) for this issue ad will update you as I get more information on this.

    I checked the file and it looks like you trying to create that from Sheetmetal tab and not Design tab, so it is creating a flange and not plate.
    
    Try creating the same from Design Tab.
