which is the best turbulent model for incorporating roughness in fluid flow and also is there any criteria for refining the mesh near the wall based on the roughness height? is there any limit on the value of roughness height that can be simulated?

Ansys EmployeeSST model and stick to standard Yplus (Yplus=1) recommendation and boundary layer resolution (10-15) and you are on the safe side.
