Simulation of water wheel.

Today I encountered a different problem while trying to perform CFD on a simple water wheel. The water wheel is rotating at a specific angular speed and requires vertical positions of the turbine blade at any given position. I have activated both frame and mesh motion but the result is completely different than what it needs to be. Can anyone suggest to me what has to be done for such type of problem?
