Ansys EmployeeSizing function field in ANSYS Meshing is grayed out or disabled and cannot be changed. How to overcome this issue?

Ansys EmployeeSizing function field gets grayed out or disabled when "Initial Size Seed" (in Global Mesh settings - Sizing) is set as "Part". Changing this option to "Active Assembly" or "Full Assembly" enables Sizing function field.
