  Our customer works often with small dimension.
  
  Is it possible to create fillets smaller than 0.1mm without activating the small length scale ?
  
  Because with this option the dimensions are in micrometers.

  You will have to activate small length scale for working with fillets smaller than 0.1mm. In regular units you can apply fillets upto 0.1mm.
