Ansys EmployeeAre you using the free student version or is this from the campus system. If it's the former, I think the R19.2 licence expired at the end of August. Either install the latest version or follow the licence update instructions pinned at the top of the Installation or Student Products sections on here.

Ansys EmployeeFor your second screenshot, can you expand the window horizontally, so I can see those texts on the right ?
Does your username, computer name, systems language, or ANSYS installation directory contain non-English letters or some special characters ? If so, please change that to be English letters or numbers only.
Another possibility is that you have issue with SSL. Do you have any security or anti-virus software ? If so, can you try temporarily turning it off to see if that helps ? If you are using Windows Defender, please try turning off Core Isolation, ref:
