Tool to implement Strain rate?

  I am working on a cyclical load project where I apply a "strain rate" on a test coupon and watch the behavior. However, aside from using a displacement tool for setting the boundary condition, how should I apply the strain? Is there any tool that allows me to set boundary conditions based on strain or do I have to calculate it based on the dimensions of the testing coupon?

  You would have to perform a transient structural analysis and specify displacement at different time scales. Material models are important as well.
