I can launch fluent no problem, and can verify that a license was checked out by viewing $HOME/.ansys/licdebug.FLUENT.211.out.
When I use the mapdl launcher I get the following error:

*** IMPORTANT LICENSING MESSAGE ***
ANSYS LICENSE MANAGER ERROR:
Could not connect to license server: 29007@127.0.0.1. System error: 111 "Connection refused".
 *** ERROR - ANSYS license not available.

When I check the $HOME/.ansys/ansyscl-.log I see the following error:

The command ansysli_util -statli 2325@ connects successfully. Additionally, ansysli_util -checkout ansys yields the following:

Try running without firewall enabled.
If this works, is it possible to check the firewall logs to see what is being blocked.

Thanks for the feedback Geo. I disabled the firewall and tried again with the same result. Additionally, I am fairly certain it is not a firewall issue since fluent works fine, and so does 'ansysli_util -checkout ansys'. If it was a firewall issue one would think it would inhibit all ANSYS software not just mapdl.
Also, I am unsure which feature mapdl checks out, so I just used ansys. If there is a specific feature(s) used by mapdl I could try using the ansysli_util to check out those specific features and make sure the server is servicing those features properly.
Any other tips would be appreciated. Thanks!

What is the contents of the
$HOME/.ansys/licdebug.MECH.211.out file?
Also, can you post the output from the ansysli_util -statli 2325@ command? remove the servername reference in the output

I do not have a licdebut.MECH.211.out. Here are the licdebug files I do have:
