What contact to define for faces that are going to mate after some time?

A "Frictional" contact type will work for this. Use 0.2 coefficient as a value.
The "push through" problem is not so much caused by the contact type, but rather the rate or time stepping at which the load is being applied.
The Program Controlled time stepping will probably be too fast. As a guess, you might try manual time stepping with 100 substeps.
Alternatively, try using a displacement instead of force/pressure load.

If just those two parts are in the simulation, a typical approach would be to move the piston in CAD (or using Mechanical Part Transformation) until the piston is touching the cylinder. In that way, the simulation starts with the contact closed. You should insert a Contact Tool under the Connections folder and Generate Initial Contact Status to check that the contact is closed.
If other parts in the simulation support the piston, then those parts can support the piston as it approaches the top of the cylinder. In that case, in the Contact Tool, the result must say Near Open. If it says Far Open, you must edit the contact definition and change the Pinball Radius to a larger value until it says Near Open.
